Career milestones, rankings, receipts, welcome letters. Each carries a signed token and a public verification page.
No account, no login. Whoever receives the document scans a code and reads the situation as it stands today, not as it stood at printing.
A certificate issued in error, or held by someone who has since been excluded, can be revoked. The page says so.
The token carries no data. Forging the PDF achieves nothing, because the page reads the database.
If none of these describes you, another division probably fits better.
